Competing with a competitor who buys links - best practices

In the past we've had some competitors buying links (as has everyone I’m sure). When they first did it, I was able to link the company selling the links with the company buying the links. Reporting them to G took several months to see any sort of drop in their rankings, but it did eventually happen. Some never to return, others built new sites and are repeating the same process. Now they are using a company (not to drop any names, but I’m sure everyone knows who the major players are in this area) who is a bit smarter about how they operate their link selling/buying network.

Using site explorer I can myself easily spot the sites they are buying links on. I'm starting to see them creeping up in the serps, so I want to act now, rather than later.

Being a leader in our vertical, I've never considered taking the risk of buying links. So I'm looking for any suggestions as to how to best manage this problem. Again, these are link buyers who have been doing this for a while and continue to adjust their strategies as G adjusts their policies and algo.

If G won’t stop these guys…..

Is now the time to buy?
Should I wait it out as I have done in the past?
Should I report these guys everyday by spamming G’s report paid links inbox? (joking of course:)

Google bowl them. I know people that have done that to competitors and it does work contrary to what the G says.
