French Data Regulator CNIL fined them for "lack of transparency, inadequate information and lack of valid consent regarding ads personalisation".

I suspect these are leftover systems since GDPR. Google's methods of complying with authorisation are complex and not immediately obvious to users, and that's the issue.

While GDPR has a number of good things going for it ... let us not forget that with each new law there's equally important fines that can be collected. :)
