Should search be regulated as a service in 2014?

Curious, years ago electric and gas used to be “luxuries” that are now considered stables, necessities and are regulated as public services. Same for TV channels (at least in Europe). You can live without all of these yet the private business are expected to comply and be subject to regulation to prevent ANTI COMPETITIVE BEHAVIOUR.

In 2014 “search” is now a necessity that like electric, gas, TV, you can live without but is integral to modern life, why should "search" be unregulated?

I don't have an opinion either way so wanted some thoughts?

Who can be trusted to regulate it? Politicians? A committee of worthies? Fred Karno?

Whoever did get the job would be accused of bias and subjected to the full venom of angry webmasters in no time at all.

Either the industry self regulates by setting up an "independent" body that defines standards for its members or government sets up a body that sets mandatory standards.

The third option is for an international organisation to set standards although that seems to be anathema to most Americans. Probably not quite in scope for ISO but I would be happier with them than with the UN myself.

Any "regulatory body" is government, bureaucracy, then that tell you how to or hurt you if you don't... These are all the same whether is is a business self-regulation, state, nation, or global entity. And yea, Americans are not that thrilled with that concept... in fact we're not all that thrilled with the current federal government right now. :)

Since Germany are now the de facto rulers of Europe this could spread quite quickly.
