Is Google housing a datacenter there or just workers? Unless they're housing a major DC there I don't see how this is a benefit...they can get internet connection for 500 people even in Smalltown, Idaho

That report was written in 2002. Since then, there has been both an effort to diversivy communication routes, as well as quite a bit of the financial infrustructure moving out of lower Manhattan.
(Besides being national and international communication portals, these two locations serve the communication needs of the financial industry. At least pre-2001, MOST data circuits in lower Manhattan terminated or passed through one or the other of these buildings.)
